Though before you make any diagnosis I discovered that one of the solder joints in the second row is having continuity issues so let me warm up my iron and reflow that really quick

And if it helps narrow it down, I was reading it incorrectly I believe. The drain for Q1 does indeed read 9.45 ish volts. And a final note, some of the ones that read "0v" actually read a rather small voltage, such as 0.05v, but like one actually read zero

Did you ever reflow the solder joint or make sure you don't have an intermittent connection there? It is possible for it to look soldered but not be soldered

It looks that way. Scraped it just in case but it doesn't appear to have a connection there. Could it perhaps be a bad cap? And if so how would I test for it?
