Analogman king of tone question

It's not really a question for just this one pedal, but for the building process in general.  Why do you sometimes see boards with 2 1u capacitors, side by side like this with one being polarized and one not? (toward the bottom right corner)  Is it wrong to build with 2 non-polarized caps?  Just wondering what the reasoning is.

Apparently back in the day high value film caps were not the best at providing a linear response with respect to high frequencies so an electro was slapped across it to help with that.  These days...just use the film and ignore the electro altogether.
