I recently built the box of hall heaven within (

I then finished up my enclosure and Got the previously working circuit all nicely integrated only to find that the effect no longer works. I am getting sound but it is a continual oscillating type sound, kind of like an oscillating delay pedal.
I first checked the voltage regulator seeing as that's what most people have an issue with, but all is ok (9v in, 0v ground, 5v out).
I have traced through the circuit and here are the voltages:
IC TL074
1 - 8.90
2 - 4.73*
3 - 4.73
4 - 9.41
5 - 1.247
6 - 4.73
7 - 4.73
8 - 4.73
9 - 4.73
10 - 4.73
11 - 0
12 - 4.73
13 - 4.73
14 - 4.73
It should be noted that at pin 2, the voltage would start at these values and decrease. I take it this is not normal.

I am pretty new to pedal builds in general, but is it possible that either The chip or brick could have been fried when installing by e.g. Shorting between a higher voltage track? Any help would be much appreciated. It's really annoying that it was working and sounding sooo good!
Alternatively, perhaps there is an issue with another component?
