Hi
I built it with the easy obtainable Texas Instruments CD4069UBE & it had a lot of Background Hiss as other Builder's had experienced.
The Fairchild CD4069UBCN is a must for the Reezafratzitz.
It has been Discontinued but is still out there, I got mine via Japan.
It has at least halved the Hiss, maybe a bit more!
