Grey Channel output volume

Hi.
I've built a Grey Channel based on the design from this website.
It works, and it sounds good, but the output level is quite low. In some clipping modes, it is at the same level as the bypass signal, even with both the gain and level pot turned all the way up!

Do any of you have suggestions to what can cause this?
