I don't know, but I like the way you are thinking.
I used to use a 9v power system that was powered at the amp (made by boutique amp maker Fuchs) that sent the 9v current down a TRS cable to a breakout distributor at the pedal board. The SAME CABLE brought the audio signal to the amp from the pedal board - just like Phantom power.
So - my answer is that you can design a 9v system based on the principle of phantom power - just a different voltage.
If you want to get 9v from 48 phantom power, I think that would be fairly easy - as you said with regulators/diodes, etc.
