MP Snow White Auto Wah dead

Another MP, another problem.  Ugh.  I've built this pedal before without issues.  2nd build is showing zero output at all when the circuits on.  Bypasses just fine. A lot of the voltages below appear to be off based on those posted on the layout thread...

IC1 - pins 7 thru 12 are off
IC2 - pins 1 and 5 thru 7
Q1 - s pin

I have a working SWAW someplace around here, I'll try to find it and check your values... it's not as prominent as say the original in that proguitarshop vid but it's useful. It could be due to my guitar, though...

Do you have an audioprobe to trace the signal?

Hah!
This is interesting... My 78L05s are getting weird readings. No wonder the effect sounds a bit off. :)
I tried plugging in three different 78L05s (smallbear, tayda, banzai), same thing. 7V at input (I'm getting almost 2.5V dropped on 47R and 1N4001) and the regulator isn't regulating to 5V.

Before I tear up the pedal, does anyone have any idea as to why would my 7805 only be getting 7V at the input? 7V should still make it regulate down to 5V and it's not...
