Moen Fuzz Moo - low output issue

So, I built this one a while back, and was kind of disappointed with it - it didn't seem like it got close to unity gain unless the volume was dimed. I decided to revisit it again - and I'm getting the same issue: it only gets close to unity with the volume maxed. Based on the other build reports, it seems like this circuit should be loud...

I've verified all the component placements, checked for solder bridges visually *and* using my DMM - no issues. On this build, I even went so far as to solder sockets for the transistors, so I could test a few different combos.

Here are the voltages I am getting:
Q1
C - 4.04
B - 6.35
E - .031

Q2
C - 4.04
B - 6.33
E - .031

Q3
E - .054
B - 6.71
C - 6.74

Q4
E - 1.128
B - 1.721
C - 5.5

should be pretty much stock big muff voltages, so expect 4-5 volts on collectors, but the base should always be lower, so either the notation is not correct or you have some issue beyond just a sinple short

I double-checked the voltages, and my readings are correct. It's weird, because I've built this twice with exactly the same issue. I'll double check everything and see if I can track it down. Thanks!
