Mxr phase 45 bitsbox kit help

Hi I need help I have sound when engaged but no phase movement and a volume drop.
I've seen others have had this problem
On the blogger comments and have posted there as well as here.
the bias trim does nothing.
Here are my voltages

Top ic
1-04.27---8-09.76
2-04.28---7-04.28
3-04.27---6-04.28
4-000.2---5-04.27

Bottom ic
1-04.28---8-09.76
2-04.28---7-09.12
3-4.098---6-fluctuating between 0.5 0.6v
4-000.4---5-3.691

Left transistor

Any help welcome I've made a few pedals in the past and never had much trouble apart from issues to do with my dislexia and getting thing backwards bit this last batch of kit I've bought six from bitsbox and managed to make 2 of five so far that I've got to work the monster teem was a problem and I've built the janray four times plus the rebought all the parts and still sounds like a wasp in a jam jar I'm hoping there's a fix to this and I haven't done something so wrong it can't be sorted. Please help if you can thanks.

Should have said ignore the wires in the top of the picture they are from the teem I pulled out of this box so posed to be a dual pedal
