Its possible that 9v needs to be at pin 1 and 8 due to the noise thing you mentioned. I will keep that in mind for the next build

The layout is correct and has been successfully built countless times. There is apparently a problem with your stripboard build

The 7660s definitely needs pin 1 and 8 connected for audio use but some charge pump ICs are different

There’s nothing wrong with the layout as it is now. I’ve built it hundreds of times and no issues, I’ve added it to other boards without issues. I think there is something wrong with the chips you have. As Travis mentioned, many have received faulty or fake 7660s chips, which 9/10 times is the issue.
