Well that's a little odd. I could do this one up for you sometime, but is there power being applied to the op-amp's power pin at all, or is it just through to the non-inverting input? There's no mention of power or ground related to the op-amp itself, which there should be...?

I've seen a lot of schematics where those connections are omitted, it's just taken for granted
