U-boat problem?

Just built this pedal and I'm not sure if what I'm hearing is normal.

When I hit a single note, the effect will jump from the sub octave to the octave down.  
I am using the 833 chip and build it as per the vero layout here



Is this a tracking issue or something up with my build?
