Xor'cist build - No LFO

I have built the Parasit Xor'cist as posted on the blog and am having some trouble; specifically that the LFO does not appear to be oscillating.

I have audio output which sounds really good from a fuzz standpoint but is heavily gated and glitchy.  I'm wired for momentary w/ two alternating LEDs, of which LED2 remains lit constantly and LED1 only lights when the momentary switch is depressed.  There is no LFO in the signal, which I'm beginning to suspect is a faulty IC as I am getting 8V on the pins of the CD40106, except the ground and the Vdd.  Would this tend to be a faulty IC or my other components?

If anyone has some typical voltages/behaviors at various points in the circuit, it would be super useful for when I resume troubleshooting after work tonight.

Pictures of both sides of the vero and pin voltages for all the ICs would be very useful.

Okay, more came to light with fresher eyes. While I was probing for voltages, I noticed the lights began to alternate when I probed pin 4 on the 4069 so I reseated it and the leds began flashing as expected.

Based on the voltages, there may be a problem with the 4070?

I also noticed that if I bump the volume pot, there is an audible noise. Might just be because I desoldered the output and jumpers it with alligator clips though.

The trimmer is at midway and when rotated influences the alternating lights.

If I'm understanding correctly, I'm not getting the modulation because the 4070 may not be behaving as intended?
