I want to build a project, were a CD4040 chip is required.
But for me this one is not able to get.

I want to know if I can also use a CD4049 instead.

No, the CD4040 is a 12-stage Binary Ripple Counter, the 4049 is a Hex Buffer Converter so they're totally different beasts.  You can get a CD4040 cheaply on eBay with worldwide shipping though so it shouldn't be a problem finding one.
