Electrolytic caps block DC only when polarized correctly. They act like caps in one direction and jumpers in the other direction. As DC current runs through a reversed electrolytic, it heats and destroys the dielectric material inside the cap, until the cap eventually fails (turns into a jumper in both directions) or even explodes.
