when making an effect with positive ground, why cant i just...

adapt
reverse the lugs on a standard dc jack? do i really need that ICL7660? i mean if you normally just flip the battery wires around, why cant i just do that with the jack? is there something i'm missing here?

Yes, if you simply flip the lugs on the jack, you won't be able to daisy-chain that pedal with any other standard pedals. Standard wiring is ground at the tip, positive ground is ground on the ring, so they'll step on each other and you won't get power to all of them.

Yes, you can use a standard DC adapter for positive ground pedals,  just make sure that you don't daisy-chain it with any negative ground pedals. The charge pump is used to avoid confusion and to allow daisy-chaining.
