NJM4580 problem on the FX layout: Input on Pin3(+) is OK, but, Pin 1 and 2 are shorted and going nowhere! That is a Bug  and usualy causes IC overheat!

Nope

This opamp channel is unused so terminated.  There is no input, bug and definitely no overheating.  Have a look at some opamp buffer schematics

Yes, that connection in the Sovereign is simply terminating an unused op amp, though a slightly better approach is to apply the half-rail voltage to the non-inverting input (it will use less current that way, I believe).  Or you can just use a single op amp chip like the TL071 (with some redesign of the vero)...
